Why Brazil is different
Brazil is the largest poker market in Latin America and one of the largest in the world by traffic, yet it has no dedicated poker licence. Law 14.790/2023 created the SPA regulator and the bet.br domain for betting and casino operators, but poker was excluded as a game of skill. PokerStars chose to take a provisional SPA licence anyway; GGPoker and others continue from .com.
We list PokerStars as the licensed option because it holds an SPA authorisation. Other rooms are widely used and not prohibited, but they carry no Brazilian licence and no Brazilian player protection.
Rules for advertising
Brazil’s 2024 to 2026 ordinances make affiliates directly responsible for what they promote. This page links only to the SPA-listed operator, shows the 18+ marker and carries the responsible-gambling notice the rules require.
Live poker
Casinos remain illegal in Brazil. The casino bill (PL 2234/2022) has not passed, so there are no licensed live rooms to list. Poker clubs operate under the skill-game doctrine without a gaming licence.

Poker is treated as a game of skill and is not prohibited. Law 14.790/2023 regulates fixed-odds betting and online casino games, and poker was left outside it. That leaves poker legal to play but not clearly licensable.
Is any poker room licensed by SPA?
PokerStars obtained a provisional SPA licence through Betfair Brasil as a poker-only operator and runs on pokerstars.bet.br. GGPoker, 888poker and WPT Global serve Brazil from their international sites.
Are unlicensed sites blocked?
Since January 2026 ANATEL blocks domains of operators without an SPA licence. Poker-only sites have so far been treated differently, but the situation changes fast.
Are winnings taxed?
Yes. Net winnings on licensed platforms are taxed at 15% above the monthly exemption.
