How licensing works
The ANJ, successor to ARJEL, approves operators per product. Poker is licensed as a “jeu de cercle”, separate from betting, and each approval is published on the regulator’s site. Sites must run on .fr domains, and every page of gambling advertising in France must carry a fixed warning about addiction and the Joueurs Info Service helpline.
The market
Winamax is the dominant room and the anchor of the France-Spain-Portugal pool. PokerStars.fr is second, and the remaining approvals are network skins or betting brands with a poker tab. There are no French-licensed online casinos, which is why French sites feel poker-first.
