How licensing works
The Hellenic Gaming Commission issues two licence types: Type A for sports betting, Type B for casino games and poker. A licence runs seven years and costs millions, which keeps the number of licensees low and weights it towards operators with a full casino product.
The commission publishes the list of licensees and a blacklist alongside it. Playing on a blacklisted site is not an offence for the player, but there is no Greek regulator to appeal to when a withdrawal stalls or an account is closed.
What that leaves for poker players
Licensed Greek sites are built around betting and casino games, with poker sitting inside as a side product. The choice is narrow, and the traffic you find depends on the international pool behind the brand rather than on anything Greek. The deepest games run on sites with no Greek licence, where you have no regulator behind you.
