How licensing works
ONJN issues two classes of licence. Class I goes to operators taking bets from players. Class II covers everyone who supplies or promotes them, and that explicitly includes affiliate websites. The register of Class I licensees is public, and ONJN maintains a blacklist of domains that internet providers must block.
Poker is a smaller product here than sports betting, and the licence list reflects that: many licensed brands offer casino and betting with no poker client at all.
Tax comes off the withdrawal
Romania takes its cut from the player, not only from the operator. The tax is withheld on each withdrawal on a progressive scale, so frequent small cashouts and one large cashout are not taxed the same way. Check the current bands before you plan a withdrawal: the rates have been revised more than once since 2023.
