How licensing works
ONJN issues two classes of licence. Class I goes to the operators taking bets from players; Class II covers everyone who supplies or promotes them, affiliate websites included. The register of Class I licensees is public, and ONJN keeps a blacklist of domains that internet providers have to block.
Sports betting is the bigger business here, and the licence list shows it: plenty of licensed brands offer casino and betting with no poker client at all.
Tax comes off the withdrawal
Romania takes its cut from the player as well as the operator. The tax comes off each withdrawal on a progressive scale, so several small cashouts and one large one are not taxed the same way. Check the current bands before you plan a withdrawal, because the rates have been revised more than once since 2023.
