How licensing works
Spain regulates online gambling nationally through the DGOJ under Law 13/2011. Each licensed operator must run on a .es domain, verify identity against the national ID database and check the RGIAJ self-exclusion register. Around eighty licences are active, but only a handful of operators offer poker.
Shared liquidity
Spain, France and Portugal opened a shared poker pool in 2018. The result is the largest regulated pool in Europe outside the UK, with PokerStars and Winamax as the two busiest rooms. Italy declined to join, so Italian players remain ring-fenced.
Advertising rules
Royal Decree 958/2020 restricted bonuses and advertising. The Supreme Court annulled several articles in April 2024, but a 2026 draft law under consultation would restore them and create a register of affiliates. Expect fewer welcome offers on Spanish sites than elsewhere, and rely on rake and rewards when comparing rooms.
